We will review the financial data for the last year, accomplishments, goals for the next year, and hold elections. Surveying Flags - Don't Remove Them
Hello Home Owners,
Seems the city is having problems with kids in our neighborhood pulling up surveying flags. Please read the memo below from Ed Hodney, our P&R Director.
Hi folks. I am requesting your help with a little problem. A wetlands consultant is currently surveying property adjacent to the trail north of Moose Run. He has called me, frustrated that his survey flags are being pulled up almost as fast as he can place them. This requires more work at more cost to his client. His client, the developer of our subdivision, has recently agreed to donate to the City the tracts surrounding the trail, including the 6-acre parcel at the end of Moose Run. The wetlands survey is related to this donation.
I know this is a real stretch, but I’m hoping you might try to inform the neighborhood of the purpose of the flags and encourage folks to leave them in place . The survey will take another couple weeks. Thanks in advance for any help you might provide.

Landscaped Yard of the Month
Beginning in May, the HOA board will be recognizing one property a month as the best landscaped yard in Spring Meadow. (Board members not eligible) Get an early start on your yard, and you be the judge as to which yard looks the best!

And the Winners of the 2009 Holiday Lights Contest are ...
There were lots of wonderfully decorated homes this year. Well done everyone! We drove around at the beginning of the Christmas week, seeking the best three lighted houses. In order to maximize the number of honored homes, we looked at homes that did not win last year. Additionally, homes that belong to members of the HOA board are not eligible. The winners this year are as follows:
Third Place: 1658 Marten.
Second Place: 1596 Bobcat.
First Place: 1951 Kodiak.
Congratulations everyone! Remember the best time of year to purchase Christmas lights is AFTER Christmas. Plan out your lights for next year now.

Spring Meadows Halloween Contest
Get ready and spread the news! Spring Meadow is going to have a "Best Halloween House" contest this year.
The top three scariest houses will be have signs posted in their yard signifying their winning status, and their names recorded for all time in the new "Best Haunted House archive" on the HOA website.
Homes will be judged by an impartial committee on Oct.24th, so make sure your house looks scary by then.

Park Update
The City has revised the site plan for the new park in order to avoid as much impact to the “wetland” as possible. They will be constructing the park outside the wetland area through this fall. They hope to have the permit from the State by that time in order to complete the area of construction within the wetland. Please visit
the City's website for an update and review the new plan. A public hearing will be held July 23rd 5:15 pm at City Hall by the Planning Commission to approve a conditional use permit for the new park design. Any support for the new park you wish to offer at that time would be appreciated.

Committee Positions Available
Are you interested in participating in any of our HOA committees? There is always a need for volunteers with great ideas and the ability to help implement them for the benefit of our neighborhood. Currently we are looking for volunteers for our Hospitality Committee, Traffic Safety, Neighborhood Watch Program, and Architectural Control Committee. Come to any one of our monthly meetings and introduce yourself. Those with former HOA experience are especially sought after.

Coming Saturday, June 9th, Spring Meadow in cooperation with Brookfield will hold our annual neighborhood garage sale. A classified ad will be placed in the paper announcing the garage sale. So start setting aside all those treasures you want to get rid of and plan to participate in our neighborhood garage sale June 9th.

Spring Meadow Neighborhood Watch
Many residents of Spring Meadow are interested in establishment of a neighborhood watch program. Volunteer residents from every street in Spring Meadow are needed to help coordinate the data collection. Two people from Spring Meadow will also be attending a Citizen Patrol meeting with the City on June 16 to get the program going. If you are interested in assisting your community, please contact

City Park Update
The City has selected new playground equipment for the park. They were able to meet all of the neighborhoods needs identified in the meetings last fall, and cut the price almost in half. They hope to get started with construction in July. You can view the current plan and equipment at the

City Park Meeting
The City now has cost estimates back for construction of the new 53rd St park. These estimates were much higher than they expected. They would like to discuss options with neighborhood in order to finalize construction plans. A neighborhood meeting has been scheduled for 6 PM on Tuesday February 20th in the Council Chamber at City Hall (333 Broadalbin SW). Please try to attend this meeting to provide input.

Annual Assessments - 1/17/07
The annual assessment invoices have been mailed by Smith & Company. This year''s assessment stayed at $105.00 for the 2007 calendar year. It is important to note that the HOA will be making the final $20,000 payment of the debt settlement this year. The 2007 Spring Meadow budget is available for download
from the financial documents page of the site.

City Park Update
The city says that the final schematic for the new park off 53rd Avenue is complete. Follow
this link to view the plan and selected playground equipment. They are currently working on cost estimates. Some changes may occur, but they anticipate construction on the new park to begin in late spring.

Filled Director Position
Due to an additional resignation, the Board of Directors ended up with 2 open Director positions to be filled. The 2 positions have been filled by volunteer homeowners Darrick Christensen and Gary Arne.

City Park Meeting - Update
The City Parks and Recreation Department held a meeting the evening of October 24th to discuss the new neighborhood park. Approximately 50 people (including children) from the 53rd street area were in attendance.
The City''s landscape consultant presented 2 different design concepts that were based on the survey that the City had mailed out. A copy of the survey results summary can be
downloaded here (177KB).
The City and the landscape designer will take the survey results as well as the input provided by the neighbors in attendance to create a more formal park design that will be presented to the neighborhood at a future meeting. The park will be approximately 1.8 acres in size and the city has a budget of $280,000 for development of the park. The goal is to have the park completed during the spring of 2007.

Mailing sent out regarding possible violations of the CC&R

At the Board meeting on March 28th, the board approved a letter be mailed to homeowners with one of the following violations:
-Trash Cans, Yard Waste Bins, Recycling Bins not screened from public view
-Sub-Par Landscaping
-RV, Boat, or Trailer not properly parked
-Basketball Hoop located in the street (as an extension of the nuisance clause)
The letter (dated April 6th) stated the potential fine for these violations, but noted that no fine is being levied at this point. The board has not approved any further action on this issue. Violations were identified on Friday, March 31st on a drive through of the neighborhood.
Unfortunately, in the process of transcribing the notes into letters to homeowners, errors were made. As a result, many homeowners received a letter stating a violation when they in fact were not in violation at all. I made these errors and apologize to any homeowner who received this letter when they were not in violation of our covenants.

2006 Assessment
The assessment dues run on a calendar year from January 1st through December 31st, regardless of the invoice date. The prior board of directors failed to mail the 2005 assessment dues on time last year. They should have been mailed in January of 2005. Fortunately, we have obtained the services of Smith & Company to ensure the 2006 assessments are mailed on time. It is our hope this will assist homeowners keep their assessment dues current and future mailings consistent. Our apologies for any inconvenience this may have caused you.

Annual Meeting Update
The annual meeting occurred on July 21st. The unapproved minutes for that meeting are located

The board did approve the hiring of a new landscaper; Green Thumb. Their maintenance schedule can be viewed
here. Green Thumb asks that you do not disturb the gentlemen while they are doing their work. Any complaints should be directed to the board
here. There have been some problems with the sprinkler system that have been repaired. Please keep in mind that it will take some time for the grass to grow back in.

Unofficial Violation Fine Schedules
It has been brought to the Board''s attention that a number of members have received Violation Fine Schedules left on their doorsteps. While these may be copies of the official Violation Fine Schedule (available from the Documents section of this website), they were not left there by the Board and we have no idea who left them.
If the Board receives a complaint concerning any person or property, notification to the property owner will always come from the Board via the US Postal Service or other licensed carrier and will always include a letter outlining the issue at hand.

Late Notices
Late notices have been mailed to owners of all properties for which the Association does not have record of payment for the 2005 Assessment. If you have received a late notice, but have already made payment for the 2005 calendar year, please provide the Board with proof of payment in the form of a canceled check or a copy of the closing statement, from the purchase of your home, with the Association dues circled. Without proof of payment the current Board can only assume that payment has not been made.
We sincerely apologize for any inconvenience this may cause, but unfortunately the current Board did not receive a complete accounting of all payments received year to date when the Association was turned over to us in March.
The Board has heard a number of complaints from members who know of neighbors that did not pay in the past. It is not fair to those that make payment as required, to allow others not to pay. The Board will not allow this to occur and will hold all members accountable to make the payments that they agreed to when they purchased their homes.

2005 Budget Approved
On 4/25/2005 the board approved the 2005 budget. Annual assessment invoices will be mailed 4/27/2005 to owners of all property within Spring Meadow. Archived Events
City Park Meeting
The City Parks and Recreation Department has requested our help in inviting the neighborhood to a review of the development concepts created by the City''s landscape design consultant for the 53rd Street Park. The consultant used the results and preferences expressed in the previously mailed survey to guide his design work and now the City would like to share the concepts with the neighborhood.
You have likely already noticed the sign that the City put up in the median at 53rd and Elk Run, but if not, we would like to invite you to a meeting which will be held on Tuesday, October 24th, 6:30 PM at City Hall. (333 Broadalbin and 3rd Street).
